Service Description

Through this service, a pesticide will be registered by the Ministry (valid for five years or until the expiry date of the registration certificate in the country of origin). Including Fermions, Attracting materials, Extruding materials, Additives and Materials with mechanical or physical contain a pesticide

Required Documents

First, Chemical Pesticide Registration

Registered pesticide in the country of origin:

  • Certificate of registration of the pesticide in the country of origin issued by the registration authority in English or translated into English (legal translation).
  • Other registration certificate for the pesticide in a country other than the country of origin of the same plant issued by the registration authority in an Organization for Economic Cooperation and Development (OECD) member country in English or translated into English. This certificate may be dispensed upon the decision of the Scientific Committee for Pesticides after studying the feasibility of using these pesticides on economic pests in the UAE.
  • Certificate of the pesticide composition, including active substances, their percentages and percentages of other inert substances from a governmental laboratory registered by the registrar authority or from a laboratory accredited by the Registrar authority, shall apply the Good Laboratory Practice (GLP) standards. If the trade name of the pesticide is not the same in the registration certificates of one of the Organization for Economic Cooperation and Development (OECD) member countries, a further certificate for this pesticide shall be attached, including the active substances and their percentages and percentages of other inert substances from a governmental laboratory of the registration authority or from a certified laboratory by registration authority and applying the Good Laboratory Practice (GLP) Standards.
  • Letter of authorization of the establishment from the producing company in the registration and marketing of the pesticide in the UAE.
  • A copy of the pesticide labels for the registration certificates provided in English (or translated into English legal translation) and a copy translated into Arabic
  • A copy of the proposed local pesticide package label in all the data in Arabic and English, according to the data provided in item (5) above.

Unregistered pesticide in the country of origin:

  • Two registration certificate for the same pesticide from two of the Organization for Economic Cooperation and Development (OECD) member countries, both issued by the registration authority in English or translated into English (legal translation).
  • Certificate of the pesticide composition, including active substances, their percentages and percentages of other inert substances from a governmental laboratory registered by the registrar authority or from a laboratory accredited by the Registrar authority, shall apply the GLP standards. If the trade name of the pesticide is not the same in the registration certificates of one of the Organization for Economic Cooperation and Development (OECD) member countries, a further certificate for this pesticide shall be attached, including the active substances and their percentages and percentages of other inert substances from a governmental laboratory of the registration authority or from a certified laboratory by registration authority and applying the Good Laboratory Standards (GLP).
  • Letter of authorization of the establishment from the producing company in the registration and marketing of the pesticide in the UAE.
  • A copy of the pesticide labels for the registration certificates provided in English (or translated into English legal translation) and a copy translated into Arabic.
  • A copy of the proposed local pesticide packge label in all the data in Arabic and English, according to the data provided in item (4) above.

Second, Registration of biocides:

  • Certificate of registration of the pesticide from the country of origin in a member country of the Organization for Economic Co-operation and Development (OECD) issued by the registrar or the authorized authority in English or translated into English (legal translation).
  • Certificate of the pesticide composition, including active substances, their percentages and percentages of other inert substances from a governmental laboratory registered by the registrar authority or from a laboratory accredited by the Registrar authority, shall apply the Good Laboratory Practice (GLP) standards.
  • Letter of authorization of the establishment of the company produced in the country of origin by adoption in the registration and marketing of the pesticide in the State.
  • A copy of the pesticide labels for the registration certificates provided in English (or translated into English legal translation) and a copy translated into Arabic
  • A copy of the proposed local pesticide package label in all the data in Arabic and English, according to the data provided in item (4) above.

Third, Registration of organic pesticides:

  • valid organic product certificate issued by a certification body adopting European, American or Japanese organic production standards stating that the pesticide is licensed for use in organic production.
  • A certificate from the producing company stating that the pesticide has not entered into the synthesis of any genetically modified substances and did not use any materials resulting from genetically modified organisms during its production process.
  • Certificate of the pesticide composition, including active substances, their percentages and percentages of other inert substances from a governmental laboratory registered by the registrar authority or from a laboratory accredited by the Registrar authority, shall apply the Good Laboratory Practice (GLP) standards.
  • Letter of authorization of the establishment of the company produced in the country of origin by adoption in the registration and marketing of the pesticide in the State.
  • A copy of the pesticide labels for the registration certificates provided in English (or translated into English legal translation) and a copy translated into Arabic
  • A copy of the proposed local pesticide package label in all the data in Arabic and English, according to the data provided in item (5) above.

Fourth, Registration of pesticides ready to use:

Pesticides Manufactured in one of a Member State of the Organization for Economic Cooperation and Development (OECD):

  • Certificate of registration of the pesticide from the country of origin issued by the registration authority in English or translated into English (legal translation).
  • Certificate of the pesticide composition, including active substances, their percentages and percentages of other inert substances from a governmental laboratory registered by the registrar authority or from a laboratory accredited by the Registrar authority, shall apply the Good Laboratory Practice (GLP) standards.
  • Material Safety Data Sheet (MSDS) of pesticides.
  • A copy of the pesticide labels for the registration certificates provided in English (or translated into English legal translation) and a copy translated into Arabic
  • A copy of the proposed local pesticide package label in all the data in Arabic and English, according to the data provided in item (4) above.
  • Letter of authorization of the establishment of the company produced in the country of origin by adoption in the registration and marketing of the pesticide in the State.

Pesticides filled with factories authorized by a factory registered in the Organization for Economic Cooperation and Development (OECD) Member States:

  • Certificate of registration of the pesticide from the country of origin issued by the registration authority in English or translated into English (legal translation).
  • Certificate of the pesticide composition, including active substances, their percentages and percentages of other inert substances from a governmental laboratory registered by the registrar authority or from a laboratory accredited by the Registrar authority, shall apply the Good Laboratory Practice (GLP) standards.
  • Material Safety Data Sheet (MSDS) of pesticides.
  • A copy of the pesticide labels for the registration certificates provided in English (or translated into English legal translation) and a copy translated into Arabic
  • A copy of the proposed local pesticide package label in all the data in Arabic and English, according to the data provided in item (4) above.
  • Two Letter of authorization from the producer company in one of the member countries of the Organization for Economic Cooperation and Development (OECD):
  1. The establishment of the registration and marketing of the pesticide.
  2. The plant with the authorization to fill the pesticide.

Terms and Conditions

  • The establishment wishing to register the pesticide must have a valid activity license issued by the Ministry
  • It is prohibited to import, export or circulate pesticides in the country unless registered in the Ministry and after obtaining the necessary license from the competent authority
  • The establishment is allowed to import the product (s) from any branch of the producing or exporting company mentioned in the registration certificate
  • Registration or importation of banned or banned pesticides is prohibited.
  • When the pesticide registration is approved, the validity of the registration certificate issued shall be five years or until the expiry date of the certificate of registration mentioned in the country of origin, whichever is less.
  • The trade name of the pesticide should not be repeated, or another trade name similar to that of another registered pesticide and it should not be similar to name of (active ingredient) of the compound.
  • The local label of the pesticide label registered by the Ministry shall be approved in accordance with the data in the pesticide label attached to the registration application. They can modify The data on the pesticide label relating to pests and crops, by submitting the studies carried out by the research authorities accredited by the UAE or local authorities in cooperation with the manufacturer and in coordination with the Ministry.
  • The pesticide registration certificate will not be assigned or disposed to third parties.
  • The registration of the pesticide shall be canceled in any of the following cases:
  1. If the studies prove the occurrence of pest resistance to the pesticide or that it has become ineffective under the conditions of use within the UAE.
  2. Unexpected damage to the environment or to human, animal or plant health.
  3. If the specification of the pesticide or the packaging changes or is clearly deteriorated under normal storage conditions.
  4. If published scientific reports approved globally stating the seriousness of the pesticide on human health, animal or environmental elements.
  5. If the registration is based on incorrect information or forged documents.
  6. If the establishment does not comply with the label of the pesticide approved by the Ministry or if any of the technical data mentioned is changed.
  • The establishment shall collect the pesticide which has been canceled or banned from the market and re-export it
  • Commitment to place the UAE trademark (Organic) on the label of the registered pesticide.
  • Pheromones, attractants, repellents, additives and materials with mechanical or physical effects are subjected to pesticide registration requirements if they contain pesticides.
