About the Service

Through this service the fisher can appoint a local vice-captain to operate his/her boat and work on it on his/her behalf. A vice-captain card will be issued valid for 2 years from the date of issuance

Service Process

Required Documents

Documents required for a vice-captain card:

  • Copy of Emirates ID card OR passport for holders of a valid UAE passports only
  • Copy of passport
  • Personal photo
  • Certificate of Good Conduct and Behavior
  • Medical fitness certificate to operate and sail a fishing boat
  • Certificate to prove the relationship between the vice-captain and the fishing boat owner (in the case of the first-to fourth-degree kinship only (to be issued by the Court. Alternatively, the relationship of kinship may be established on the basis of the data provided by their identity documents
  • Certificate approved by a specialized medical committee to prove the inability of the owner to manage and operate the fishing boat (in case of medical inability only)
  • Copy of the full family book of the heirs (in the case of minor heirs only)
  • Initial approval from the competent authority 

      Conditions & Requirements

      The vice-captain must meet the following conditions:

      1. Be an Emirati citizen of the United Arab Emirates or a holder of its valid passport.
      2. Be at least 18 years of age.
      3. Be a relative of the boat owner (first-to fourth-degrees of kinship), with the exception of the categories mentioned in item (7) of the required documents.
      4. Certificate of good conduct and behavior.
      5. Must be medically fit to manage and operate a fishing boat
      6. Boat owner may appoint a vice-captain from his/her relatives (first-to fourth-degrees of kinship) Kinship must be proved on the basis of a court certificate or on the basis of their identity documents.
      7. The following categories may authorize any citizen to manage the operation of their fishing boats:
      • Fishers who are enrolled in the general registry of the Ministry and who have become unable to manage and operate their own fishing boat due to a medical condition. A certificate from the concerned medical committee is required as a proof.
      • The owners of fishing boats that are enrolled in the general registry of the Ministry under the category (Lansh) before (January 22, 2018). Stricter decisions by the competent authority must be takin into consideration.
      • The category of heirs (minors) who rely on the fishing profession as their primary source of livelihood or widows of boat owners, based on the heirs' family book
      • Fishers who are over 50 years of age

      FAQ’s

      1. What is a disbursement order?

      It is the electronic or paper document under which farmers' support materials are received from the supplying companies.

      1. How do I know that I meet the conditions to obtain support materials?

      The farmers' support service is linked to the agricultural holding registration service, and thus the materials appear to each farmer based on the data recorded in his agricultural holding and his commitment to the requirements and standards indicated in the service card.

      1. What is the expected period for receiving materials?

      The expected period for receiving the materials after completing the payment process is 15 working days.

      1. How are purchased materials received?

      The materials are received from the distribution centers listed in the supplies guide, or the supplying companies deliver the materials to the farmer on the farm.

      1. What are the procedures taken in the event of a delay in delivering materials to customers?

      The customer can contact the call center to follow up with the request.

      1. I purchased certain materials, but some of the remaining required materials were not available. When will the remaining materials be offered?

      The materials are provided according to their availability.

      1. I did not receive a text message informing me that I can apply for the service?

      Text messages are sent to farmers entitled to support materials according to the approved eligibility criteria and who have updated their contact information in the electronic services system.
