For all a veterinary establishment:

1. Adopting a trade name from the local authority concerned
2. Copy of the lease or ownership contract of the veterinary establishment
3. Copy of valid trade license

For veterinary hospitals, and Commercial production farms add the following documents:

1. Copy of a permit / environmental license from the competent local authority
2. Copy of the site plan and the installations on it

For commercial production farms, the following document is added:

1.  A copy of an internal construction plan of the farm prepared by an engineering office approved by the competent local authority

First: General requirements:

1. The establishment must display a signboard on its frontage indicating the trade name exactly as stated in the trade license, the type of activity, the type of activity, and any additional information required by the local authority.
2. The place shall be suitable in accordance with the planning and procedures of the local authority and shall be accessible
3. The veterinary establishment shall not be connected or open to any establishment, housing or other property
4. Providing a source of water and sanitation according to the rules set by the competent local authorities
5. Provide means to combat fire
6. Provide suitable container for closed-loop waste

Disclaimer: It is prohibited for any Veterinary facilities licensed by the Ministry (comprehensive and specialized veterinary clinics and comprehensive and specialized veterinary hospitals), including licensed facilities in free zones, to conduct any regulated activity (radiological) (possession, use, storage, import, export, transport, etc.) without having a license issued by FANR. Second: Requirements for clinics, laboratories, veterinary hospitals, pharmacies:

1. The floors and walls should be easy to clean and sterilize
2. The facility shall be well- lit and ventilated, considering the availability of air conditioners, air extractors, and heat-measuring devices
3. To provide a burner that meets sanitary and environmental conditions for disposal of waste or to contract with one of the specialized agencies or companies in this field (Mandatory)
4. Provide a refrigerator suitable for keeping medicines, vaccines and reagents (Mandatory)

Third: Technical Requirements:

The veterinary hospital includes (comprehensive veterinary hospital and specialized veterinary hospital)

1. The hospital should have a ground floor and suitable area.
2. The front of the hospital should be on the street and has a large entrance equipped with a drainage basin to enter the cars loaded with animals, considering the possibility of access to the site of isolation and accommodation and it must have a separate entrance for vehicles delivering supplies.
3. The size of the rooms and sections must be appropriate for the types of animals licensed for treatment and the nature of the veterinary services provided.
4. The hospital consists of the following sections:
5. Administrative section
6. Veterinary services section, which includes the following:

• Client Reception Section (Mandatory): It is located at the building entrance and prepared to receive and seat clients, with a door opening to the veterinarian’s room and another door to the lobby for use when needed. It must be air – conditioned, well ventilated, and properly lit, and include the following: a reception desk, an electronic system for handling client information, medical cases, appointment scheduling, bookings, and all services provided by the hospital, as well as a cabinet for file storage and seating for clients.
• Shaded Examination Area (Mandatory):
  Located at the hospital entrance for the purpose of examining and treating large animals. It must be equipped with washing basins, a water hose on one side, and a drainage outlet. The floor and walls must be made of materials that are easy to clean and resistant to acids, alkalis, chemicals, detergents, disinfectants, and similar substances. The area must have good lighting, and directly adjacent to it, there must be an open yard that allows the veterinarian to examine and assess the musculoskeletal system—such as evaluating horses and camels in the case of a specialized hospital. It must include the following equipment: a number of restraining chutes for controlling large animals during examination or treatment, a lockable metal cabinet for storing tools and supplies, a mobile examination table made of materials that are easy to clean and disinfect, and a scale for weighing animals.
• Two Examination Clinics, including the Medical Examination and Treatment Clinic and the General Surgery Clinic (Mandatory): This section includes a room for examining animals and performing minor surgical procedures. It must be equipped with an examination table suitable for the animal species listed in the license, a cabinet for storing instruments and medicines, a large refrigerator for storing medicines and vaccines that require constant cooling, an X-ray image display device, cabinets made of materials that are easy to clean and disinfect for storing the tools and equipment needed for treatment, and a suitably sized sink.
• Surgery Section (Mandatory): This section includes the surgical operating room, which must be lined with padded (foam) walls to protect the animal. It must be connected by a movable door to the room where the animal is prepared before surgery, and also connected to a sterilization unit for use by veterinary surgeons and assistants. The section must be equipped with a dedicated surgical washing basin and a wardrobe. It must contain all necessary equipment for performing surgical operations according to the licensed animal species, including a variety of surgical instruments, a surgical table, cabinets for storing sterilized surgical tools and equipment, a sterilization device for instruments and equipment, an anesthesia unit suitable for the relevant animal species (as needed), an X-ray image display device mounted on the operating room wall, a mobile wheeled table for placing surgical instruments during operations, and a basin for washing and disinfection.
• Animal Reservation Section (Mandatory): Contains separate rooms and umbrellas according to the animal and bird species. It is also equipped with handwashing and hand washings that are easy to clean and clean.
• Internal pharmacy Section for Internal Use Only (Mandatory): includes a room equipped with shelves high on the ground with a minimum of 30 cm and a refrigerator for the maintenance of medicines and vaccines and reservoirs for the preservation of drugs, control and narcotic drugs and toxins
• Staff lounge and Doctors Room Section (Mandatory): Includes a dedicated room for staff rest and a doctor’s room equipped to perform administrative and technical tasks
• Laboratory section (Mandatory): comprises a room designated for examining samples and conducting laboratory tests and analyses
• Medical Imaging/ X-Ray Section (Mandatory): It must be equipped with the necessary devices to perform diagnostic radiography for animals in accordance with the safety standards of the Federal Authority for Nuclear Regulation (FANR), and FANR approval must be obtained before conducting any imaging activity. Storage Section (Mandatory): Includes three storage rooms as follows: one for medicines, equipment, and medical supplies; one for cleaning materials and chemicals; and one dedicated to animal feed. In the case of equine hospitals (Mandatory), two additional storage rooms must be provided – one for hay and another for wood shavings
• Accommodation Pens (Inpatient ward) (Mandatory): Designated for housing animals under treatment or observation. These pens are prepared to receive sheep, cattle, camels, and horses, and are equipped to provide the necessary veterinary care
• Ultrasound Unit, and endoscopy Unit (Optional)
• Animal Care Section (Optional): Designated for monitoring veterinary cases and providing the necessary care for animals
• Post mortem Room (Optional): Designated for performing necropsy procedures for veterinary diagnostic purposes and determining the causes of death
• Kennel Section (Hospitality Services) (Optional): Designated for accommodating animals and providing hospitality services and daily care

5. The hospital must have the following veterinary medical staff:

• The number of (3) veterinarians with minimum experience in the field of general veterinary medicine or specialists
• Number of (3) veterinary assistants (Veterinary Technicians)
• Number of (1) laboratory technician
• Number of (1) Radiology Technician

Veterinary clinics:

• Surgery room (Mandatory) equipped with surgical table in accordance with the types of licenses, tool storage cabinets and ablution and disinfection basin
• Medical Imaging/ X-Ray Room (Mandatory):In accordance with the safety standards of the Federal Authority for Nuclear Regulation (FANR), and FANR approval must be obtained before conducting any activity.
• Internal Veterinary Pharmacy (Mandatory): Designated for internal use only
• General Clinic Storage (Mandatory): Designated for storing veterinary supplies, equipment, and operational tools specific to the clinic
• Laboratory Section (Optional): includes a room designated for examining samples and conducting laboratory tests and analyses
• Veterinarians and Assistants Lounge (Optional): Designated for the rest and relaxation of the medical and technical staff
• Animal care Section (Optional): Designated for monitoring veterinary cases and providing the necessary for animals

3. A minimum of (2) veterinarians and at least (1) assistant veterinarian (Veterinary Technician), and (1) laboratory technician (Optional, but mandatory if a laboratory is available)

Veterinary Diagnostic Laboratory:

1. The following devices should be available: a microscope, a centrifuge, a sterilizer and an incubator, and laboratory equipment and diagnostic materials can be increased as needed
2. Cabinets for storing tools and diagnostic materials (Mandatory)
3. Basin for washing and disinfection (Mandatory)
4. Tables with a surface easy to clean, sterilize and resistant to acids and chemicals (Mandatory)
5. Office dedicated to the work of the laboratory and its supervisor (Mandatory)
6. A computer must be available in the laboratory for recording and documenting analysis and test data.
7. An emergency shower and eyewash station in case of emergency must be provided for incidents involving exposure to chemical.

Veterinary Scientific Advisory Office:

1. Must contain a room to receive customers and administrative offices

1. The provision of shelves or cabinets (Mandatory) to put the medicines at a height of no less than 30 cm of the earth and not be exposed to sunlight, where it is prohibited to put drug boxes on the ground directly

   Artificial insemination centers:

1. Artificial insemination centers must have the following units:

• Visitors reception hall (mandatory)
• Detection and artificial insemination unit (mandatory)
• Shelter and care unit for animals undergoing artificial insemination (optional)
• Semen, egg, and embryo unit (optional)
• Cooling and Preparation storage for semen, eggs and embryos (optional)

Commercial production farms
