Specialized authorities are the ones qualified to issue licenses for the establishment of waste treatment facilities.
Importing plastic waste into the country is prohibited.
Based on the Federal Law number 24 for 1999 regarding the protection and development of the environment, it is not allowed to import hazardous waste to the UAE.
According to the Cabinet Resolution No. 26 of 2014 on the National System for Ozone Depleting Substances, and the Ministerial Decree No. 33 of 2012 on Regulating the Circulation of HCFCs, only companies registered with the ministry are allowed to import R22 and no quotas are granted to any new company, for this substance is subject to gradual reduction until the year 2040.
Chemicals within the Ministry's control are (pesticides, fertilizers, ozone depleting substances HCFCs, industrial chemicals listed in environmental conventions), Other chemicals fall under the control of local authorities.
It is the responsibility of the local authorities to issue this permit as it is not within the mandate of MOCCAE.
